High School Boundary Adjustment - 2018

At its April 19 workshop, the CSISD Board of Trustees unanimously voted to approved the following attendance zones for A&M Consolidated High School and College Station High School. The attendance zones will take effect in the 2019-2020 school year.

In addition, the board voted 5-2 to allow current ninth and 10th graders (juniors and seniors in 2019-2020) to remain at their current school when the attendance zones go into effect in 2019-2020. CSISD will provide transportation for those students who elect to go to the new school a year early.

Current eighth graders (sophomores in 2019-2020) whose high school attendance zones are changing will have two options:

  1. Attend the campus they are currently zoned to in 2018-2019 for their freshman year and transition to the new campus when they are sophomores in 2019-2020.
  2. Transfer a year early to the school to which they will ultimately be zoned.
    • For example: If a current eighth grader resides in the current CSHS attendance zone, but will be zoned to AMCHS when the attendance boundaries take effect in 2019-2020, he or she may opt to transfer to AMCHS as a freshman in 2018-2019

BACKGROUND

At its February 20 workshop, the CSISD Board of Trustees voted to readjust the boundaries for the district's two comprehensive high schools. The work will take place during this current academic semester (Spring 2018), but not take effect until the 2019-20 school year.

Redrawing the attendance boundaries at the high school level, CSISD should be able to delay the need for a bond election to add capacity at College Station High School. In addition, some previous bond debt will be paid off, resulting in a projected lowering of the interest and sinking tax rate each of the the next two years.

Spring 2018 High School Boundary Adjustment Schedule:

  • Wednesday, March 28 -- Boundary Adjustment Workshop to present process and initial scenarios of new high school attendance boundaries.
    • 5:00 p.m. in the Boardroom
  • Monday, April 2 -- Public Forum to receive input from community
    • 5:30 p.m. in the Boardroom
  • Monday, April 9 -- Boundary Adjustment Workshop
    • 5:00 p.m. in the Boardroom
  • More workshop dates will be scheduled if necessary.
  • NOTE: All the workshops will be video recorded and made available shortly after each workshop. In addition, the materials presented to the board will also be made available immediately following each workshop.

BOARD POLICY FC (local) -- Why is CSISD adjusting the high school boundaries?

At the December 19 board meeting, the board received information regarding projected growth for CSISD. Rocky Gardiner from Templeton Demographics shared the district's annual enrollment update which included information on the housing and labor markets, current and future subdivisions, and 10-year growth projections by campus.

Also at the December meeting, Deputy Superintendent Mike Martindale shared the annual enrollment review and report with the board and community as a part of board policy FC (Local).

The December enrollment update indicated the most significant area to consider addressing is the classroom capacity of College Station High School. It showed AMCHS is at less than 85% capacity and it is projected to stay at under 85% capacity through the 2020-21 school year. Additionally, CSHS is expected to be at more than 110% capacity by the 2020-21 school year.

Based on the options available through policy FC (Local), CSISD is already planning to add portable classrooms to CSHS for the 2018-19 school year to accommodate student growth.
